13/10 looks clearly to be the best 3. You'll be almost certain to be able to cover the bar or make a good inner board point if not hit back. If you are hit back, you'll have lots of ways to return hit. If White hits back on the 18-point, notice that you'll be able to hit back with 6s/1s/3s and that you can't/don't want to enter with 6s/1s.
