Obviously, there had been players in 1999 or 2000 that played below snowie 4.0 error rate, and because of the lack of CPU power none of them used 2ply/2ply GNUBG or 3ply/3ply Snowie rollouts as a learning tool. Right?

For sure, those players used rollouts as a learning tool. But not at those strong and time consuming settings

Well, some Snowie users were doing 3-ply Snowie rollouts before that, in 1998.

Which players do you think were playing with error rates below 4.0 error rate in 1999/2000?
