I believe that, if our society doesn't collapse due to global warming and/or overpopulation, the better education (at least on average) and the global communication might make a difference. In earlier times you could easily manipulate the people and make them believe incredibly stupid things, e.g. France and Germany were hereditary enemies. Probably one wouldn't have believed that French ate little children in that times, but there might be a nagging doubt.

I strongly believe that such a rubbish isn't possible anymore. You will met at least some people on the net with that nationality and I think that would help a lot against prejudicies.

But such a scenario as you cited might come nevertheless, if poverty and uneducation is high enough....

As always: be forgiving for a non native speaker....
