Chouette Rules/ Consulting v. non-consulting

I played in a very low stakes chouette for many years in Brooklyn,New York.We played consulting, and every other chou that I have played in has been a consulting chou.When I think about chouette,the only norm that I have known is consultation.
Chouettes are fun when the players get along for the most part.I'd have to say that there are some chouettes that might have been better without all the fighting and arguments.In New York, it seems like the norm is to consult and fight-lol.
