Timothy found the best play of 13/9(4). Clears the mid and creates lots of good builders. OTB, I only saw 2 choices: Make the 5 or making the 9 & 7-points. The latter left 6 indirects which looked like a few too many. I would've chosen the best play if I had seen it.
