there's simply no downside

Just about. Blue's 1-1 is a good number after one down, but it's a good number played 13/11(2) after two down, too. Take the difference of 2-ply evals of 1-1 after both plays, divide by 36, and find that the wee bit o' downside according to 2-ply is all of 0.005.
