There is some duplication of 5's.

Duplication is a tricky concept but it simply does not apply here. Not at all. After 24/22 13/9, White could hit either blot with a five. That much is obvious. But there is no duplication of fives, because White will hit on his 16 point with any five. 13/9 here gives White 11 ways to send a second checker back. If we're evaluating this play's safety, it should be compared to some other play which gives White zero ways to send a second checker back. 11 more ways is 11 more ways. It does not matter that a five could be used to hit elsewhere too.
