Further investigation gives strong indication that there was a group of 32-33 voters who placed the five “outlier” candidates in the top 5 positions, with only perhaps an exception or two. This resulted in these candidates achieving average ballot scores of 28-32 (the minimum value could be a little less but unlikely). Additional ballots for these candidates (which were only between 1 and 9 for four of the five candidates, but about 35 for the remaining candidate) would typically have had average scores in the range 14-18. This explains how the average ballot votes would have reduced to their overall final values.
