European Backgammon Federation Tournament Rules

I find the European Backgammon Federation Tournament Rules to be a vast improvement upon the recommended ABT rules posted at ChicagoPoint. The European rules are newer, and they incorporate many improvements and added detail.
Here is what Section 4.3 (v) says about pausing the clock when the dice are cocked (boldface added):
(v) INVALID ROLLS - Notwithstanding anything to the contrary herein, where an invalid roll occurs and in order not to adversely prejudice the player on roll, either player may pause the clock and/or restart the delay time as he reasonably deems appropriate. Where there is disagreement as to the validity of the roll, the clock may be paused by either player until the disagreement is resolved.
As you can see, restarting the delay is allowed when the dice are cocked.
Section 3.5 (v) says this about the length of the delay time (boldface added):
(v) SETTING THE GAME CLOCK - All matches played using game clocks must use the time delay method known as ‘Simple Delay’ and for the avoidance of doubt described as follows: each player is allotted a certain specified time per point of the match (match time). In addition to this each player is permitted a certain specified time delay per move before the match time commences (delay time). The delay time does not accumulate. In standard singles matches the match time is two (2) minutes and the delay time is twelve (12) seconds, or as otherwise specified by the Tournament Director. For doubles matches and any other non-standard matches, the Tournament Director shall specify the applicable match time and delay time. For the avoidance of doubt, the Tournament Director may devise an alternative break and/or time structure for the tournament or any particular match.
This rule allows a director to set a 15-second delay.
My own preference is for longer rather than shorter times. Although I do not get into trouble in matches played at 2/12, I often forego pip counts that I would make if I had more time. I would like to see the bank-time (i.e., match time) increased to something like 2.5 minutes per point (as is done in some matches in Japan). Barring that, I would take a 15-second delay as a second-best alternative.
These are modest increases that would make tournament backgammon more approachable for weaker players such as myself. I am already an underdog in terms of skill against the stronger players. Tight time controls make that worse, taking away the time I need to use the limited skills that I do have. Pip counting is one example. MET calculations are another.
