That sounds to me like the wrong question to ask in order to investigate the question of whether longer time controls benefit stronger players or weaker players.

A better question might be to ask whose PR goes up by more when time controls are tightened. If a 3 PR player goes up to 4 PR and a 6 PR player goes up to 9 PR then I'd argue that the longer time controls benefit the weaker player.
