Even if you're not going to play with a clock (the best solution), you can use one set of dice and tap the board after finishing your move. Your opponent can't fast roll without the dice. Nor can he vigorously shake the dice while you're contemplating a move. And when your opponent misplays the roll, the dice are still on the board so the original roll is not in dispute. The mechanics of backgammon are so very much better with one set of dice.
