I was able to break him of the habit quickly and didn't need to involve any directors for a ruling. I would think the ruling is clear but enforcing it might take someone sitting there and making sure it doesn't happen. For some people it's just a habit they need to break with fast rolling or picking up the dice too early. I had an awful habit of picking up the dice before my opponent hit the clock when I first started playing, I didn't know any better but once it was explained to me by someone I worked on breaking the habit.
