One pair of dice should be the rule

I cannot understand why the rules of the game don't require one set of dice whether there is a clock or not. It makes sense for so many reasons, whether you use a clock or not; whether you use a baffle box or not. David Levy already listed some reasons but for the record, here are all of them:
1. No fast rolling;
2. No question about what the dice were after the player made his move;
3. No risk of your opponent shaking his dice while you are playing;
4. Reduces risk of one player having loaded or faulty dice that might give him an unfair advantage;
5. You have less money to invest in dice;
6. When you play without a clock, by playing with one set you are not thrown off when you get into a tournament and play with a clock;
7. There is less ambiguity as to exactly when the player has finished his turn. (Now there is debate if he adjusted his dice, or if his hand covered his dice, and did he actually pick up the dice or just move them).
Now, I do want to caution one problem. When you play with one set of dice and no clock, it should be VERY CLEAR what signifies the end of a move. I believe the player must very clearly and strongly tap the bar. I play with a couple of people who like to do a little or gentle tap, and it is not always clear that they actually have signified the end of the move. So the best suggestion is to use a clock if it is available, even if you don't have the clock working, as that also gives you practice in using the clock. And even if you are not using the clock as a timer, it is better to have it on so there is no question as to whether the player ended his turn or not.
