No matter what rules you have, they won't work if your opponent does not follow the rules and you allow him to break the rules.

So step one is to have the best rules, and step 2 is to abide by them yourself and insist that your opponent does too.

Just because there is a way to abuse a rule does not mean the rule isn't a good one. Any rule can be abused.

In other words, yes, with one pair of dice you can still have problems, but it is still better than two pairs of dice where you can have more problems.
