I don't think you'd want to give White possibility to make the 5 point. If you enter B/20, you deactivate the builder on the 11. Then the 4 can be played either 13/9 or 7/3 (you don't want to give up the second anchor yet), and that is a tough decision. At normal scores 13/9 trying to build key points looks strong, and I'd still play it here despite the race lead. At GS I like 7/3 better.
