Blue would like to enter high, on the 21pt, and then play the 2 by slotting his 4pt. Unfortunately, the blot on his 21pt would be exactly where White wants to attack. White would gladly hit loose there, and has an advanced anchor to back up his attack. The whole thing is made worse by Blue's slotted 4pt. All of this inclines me against bar/21, 6/4. If wrong at all, I don't think that play wrong by much. But I do think it is wrong.
By process of elimination, that leaves bar/23. After that, the best 4 is to come down from the midpoint, rather than misplacing a checker on the 2pt.
I am not sure what play is second-best, but bar/21, 24/22 is probably in the mix. Perhaps it is third-best.
