I think that you have to make the 4 with 2 of the 4s. Making the 9 pt might be right if you could stop with only using three of the 4s, but then the fourth 4 just makes your position too awkward. You either slot the 4, leaving two blots on your side of the board, or you slot the 2 which just looks too ugly given what the rest of your board looks like (that is, the gap on 4).

So assuming you make the 4, the question then is do you drop one down from 13 or do you slot the 2. I would go with slotting the 9, for these reasons: a) you are behind in the race anyway, b) it duplicates 4s, c) if he decides to hit he gives up his nice anchor and is outboarded, so he does so at some risk. If he had another spare somewhere in his inner board to cover the slotted 2 then maybe that would make it better but as it is there would only be the single spare on the 6 left to do that.

Slotting the outfield seems weirdly bold but I have looked at positions like this in some detail (having been pretty surprised myself) and it is often correct. If the race were closer or that duplication of 4s was not there, then it might be wrong but here I bet it is correct.
