Match scoring protocol when time runs out? +1

Looking at the Sussex BG League website I notice that 3 points are awarded for a win and 1 for a loss. What is the point of this? As drawn matches are not possible in our game it is irrelevant how many points are awarded for a win and a loss as, at the end of the programme of matches, the players are ranked according to matches won. Just count wins!

Secondly, I know from the London Players League rules that baffle boxes are NOT allowed in any matches, even when played in private homes. I see that the Sussex league have a similar wording:

"All matches are to be played using shakers (and precision dice when available)."

Does this also mean that baffle boxes will not be allowed? If so, is this not patronising rather to adult players?
