I don't think there is anything mathematically correct in point allocations for draws. Just convention. I agree that the three point system is open to abuse, and that could be to a good reason to ensure that points divided is the same no matter the result.

However, here we are not dealing with a (played) draw, but with what to for matches not played at all. Again, that is just convention, and the only form of "collusion" that could be triggered is of the positive kind - players "colluding" to play their match.
