What is "Stick's rule"?

In Response To: What is "Stick's rule"? (Timothy Chow)

Two up is a problem, especially with another blot exposed. On the other hand, White has an nice anchor, and Blue still has two checkers trapped on the 24pt, behind a broken four-point block.

As I am uncertain whether White can accept a double, I'll invoke Woolsey's Law, and say this must be a cube. Although it might be a take, over the board today, I will pass.

I do not know what Stick's rule is.
