Tactical considerations are important when both sides have urgent priorities to address and a good chance of doing so if left alone. That is the abstract way to look at it. Concrete pointers are: absence of anchors, strong boards, large number of checkers in the zone, lost of blots floating around. Sometimes the tactical considerations are important in response to a clear strategic threat (e.g. escaping the last back checker while ahead in the race by a lot), but then you could also say that tactical considerations and strategic considerations point in the same direction.
