Bob, as a tournament director and as anything but an expert on headphones/earbuds/etc., I will allow players to use headphones/earbuds/etc.

The only reasonable request I can imagine would be if music were audible to the opponent -- I don't even know if that is possible with today's technology but I have heard such in year's past. If an opponent objected I would ask a player listening to music to not sing along, hum along, strum their fingers on the table to the music, etc. if they were doing so.

I think any concern of someone receiving signals from another is beyond extremely remote -- even with streamed matches which, as Tara notes, typically have a substantial delay for viewers which would all but preclude the possibility of any chicanery.
