Suppose that in general that the 0-ply is biased in neither direction. It will sometimes double too soon but will also sometimes double too late. The times when you correctly wait to cube and 0-ply wants to double may recur several times in a row. The opposite case of where 0-ply doubles too late but you correctly doubled would only be seen one time though. So I don't see your observation as evidence of bias.
