No, it assumes the outcomes are uncorrelated.

In practice, that doesn't seem a big issue. Maybe we shouldn't call what's computed JSD and maybe the numbers are a bit conservative, but how onerous is it, really, as long as you use this number of JSDs in a "qualitative" way : 1 is a strong hint, at 2 you can be quite confident that the better looking play is indeed better but surprises are possible, at 3 you are safe.

On the other hand, using this to obtain a "% of chances to be best" would be iffy anyway. This was discussed in this forum when XG2 (that estimates such numbers, but does it in a different way) was released.
