I count 10 rolls that don't force a direct shot (doubles, 21, 64), and then figure white hits about 1/3 of the time, so blue will be back on the bar about 26/36 * 1/3 or about 24%. Now, white actually hits more than 1/3 and also hits some of the indirect shots, but blue doesn't always lose when hit - figure these roughly cancel out, so let's give white 24% to win.

Seems like R/T to me. The ten non-direct-shot-leaving rolls are market losers, as is any sequence where white fails to hit.
