Meaning of the term "Trice count"

My experience is similar to yours but I think it's a rather confusing situation.
In Boot Camp, Trice gives his "rule of 62" which he says is for low-wastage positions.
Later on, he says, somewhat confusingly, that for somewhat shorter races where there is some wastage, you should use the effective pip count, but then just go ahead and use the same rule of 62 with the effective pip counts, in order to derive the cube action.
The term "Keith Count" seems to be used not just for the adjusted pip count but also for the rule used to derive the cube action from the adjusted pip count. Reasoning by analogy, we might think that "Trice Count" refers not just to the effective pip count but also the rule of 62 that Trice recommends for converting the effective pip count into cube action. I remember there was a time when I thought that this was what "Trice Count" meant.
