If you bunt with one out there will be two outs when the runner is on third so you do not get that equity. So I still don't understand the use of "even if" there instead of "especially if". Your reason is one that says bunting from 2nd to third is worse with one out. Are you thinking bunting with no outs instead? The runner on third with 1 out can score in a lot more ways than a runner on 2nd can score with one out. With two outs not that many more ways.
