Does White have the 25% he needs to take ATS? I think so. The racing and hitting chances are probably enough to put him slightly over the 25% mark. Should Blue double? 9 numbers make the bar and lose the market unless White hits a fly shot or rolls boxes and a few others make the 9 point which might also be market losers. Blue remains a clear favorite if he rolls anything else so my market losing rule suggests that this is a double. D/T gets my vote.
