Wouldn't be an easy calculation. Whose rate should you use the pitcher's or the hitter's? Clearly they need to be blended together somehow. I am pretty sure your basic idea has been done. I have seen expected runs tables for number of outs and where baseunners are. This doesn't account for the fact though that a bynt doesn't always work as planned, sometimes it is better sometimes it is worse.
