And he can split to 21 next roll if he covers his golden (or maybe even if he doesn't). We got much less POH (on 21pt) numbers here. To me, this is the main reason that might make me make the 4 OTB. I think I'd coin-toss here, as I think both plays are close and don't have an idea how to weigh them precisely.
