Phil answered this question nicely, but here's a simplified answer that may be helpful for you.

In most cases, the trailer should be aggressive and the leader conservative with the cube in gammonish positions. A lot of positions where you're considering a double are gammonish. This is the origin of the rule of thumb that you stated.

On the other hand, in non-gammonish positions, such as races, it's often the case that the leader is the one who has more leeway for taking. This is what you're seeing when you glance at the charts.
