Cube action - bear-in vs one up

White has 4 numbers that leave a direct shot and 16 numbers that leave 7 or 8 indirects (I'm playing 9/6 with a 21). White gets hit immediately 15% of the time. Blue has very little recube vig here, but he does win a couple % gammons. Let us say that Blue needs 24% to take. Can Blue hit a shot 9% after the first roll? I think so. Double/Take.
