College only or also younger students?

In Response To: video Guide for Collegiate Program (Phil Simborg)

I could probably watch the video to find out but I am still confused about who this is for. When I read "under 26, in school" I think it includes high school and younger students but when I read "Collegiate program" I think it does not.
