IMHO, it seems more balanced to weigh all cubes equally.
Your approach absolutely does not do this.
Let's say we have a chouette where 2 players are clearly stronger than the others. With one strong player in the box the correct cube action for the other strong player (when not the captain) could well be Double/Drop after the opening roll.
Let's say the two strong players are box and captain. If the captain wants to get in the box, he really cannot make any sort of "normal" cube action. If he doubles at the correct time, he's likely to get dropped and has to hope the weaker players can bring home the game. The box may be a favorite after dropping the captain. The captain pretty much has to wait for a position that's strong enough for the weaker players to win, or double when it's a beaver and hope to be taken.
What if you have a weak player who is known to take a lot of bad cubes? Now, you have very little control over whether you can gain the box. The box can drop you and take the weak player. They can often turn the game around, and win a big cube, showing a profit even though everyone else on the crew "won" the game.
There are also some pretty simple collusion issues that can shut a strong player out of the box.
Sure, you can get some odd cube with "must beat the captain", but I think it's overall much more fair.
Here are some rules that would make me willing to play that the box only has to win the game:
If the cubes are all in the same place, the box must double everyone or no one If the box redoubles, he must also turn any centered cubes The box can split Take/Pass, but any takes have to be in order, starting with the captain. NOW you are weighing cubes (almost) equally. I still prefer "must beat the captain", but adding these cube rules makes showing a profit without beating the captain very difficult.
