chouette rotation

I'm talking about a chouette with consulting after a cube turn, and my example is the box dropping the other strong player. "After the opening roll" is probably unlikely, unless the week players are really weak, but the box can drop the other strong player very early to isolate the weak players.
Having thought about this scenario more, dropping the strong player on the outside can happen with any rotation rules, as long as it's consulting after a cube turn. The difference is that it can be correct to drop the strong captain early if you only have to win the game. That feels wrong.
