I personally can't see telling a beginner or a newer intermediate player that they cannot take a picture unless they are prepared to be clocked.

I think that this provision has not been thoroughly thought out as to its impact to all levels of play.

There are a lot of annoying things that players do, but not everything should be legislated. Clocks are for the express purpose of keeping tournaments on time. Not to penalize players in other ways. If a player is excessive in their picture taking to the point of impeding a match or slowing the tournament down, a direcor can step in and impose limits on their camera use. This to me, is a tournament issue not rules issue. It is overstepping to put it in the rules.

The Viking Classic will use the new ruleset, but exclude this provision.
