Beginners and Intermediates will not generally be playing in Clocks Preferred matches, so the rule would not apply to them. The ONLY time the rule applies is if the Event is Clocks Preferred, AND a player refuses to use a clock. I'm not sure the rule is needed, but it only affects a small number of matches, and there is a very simple remedy for those who want to take pictures. I just don't see this as a big enough deal to sink what is, overall, a very solid rule set.
