The player who messed up the position by moving the checkers in a way that they forgot where they originated must inherently be at a disadvantage in case of a dispute. However, I agree that on a first occurrence, that disadvantage may not be deemed sufficient to warrant simply ruling against them and having them roll for it is probably right. But that ruling should be accompanied by a warning to the player who messed up that they should not expect the same leniency if the situation recurs, along with instruction on how they should handle the checkers (offsetting and the like) to minimize future disputes.
