To be clear, we are planning on using the new rulset as overall it is good.

However, I think that the picture taking restriction will effect more people than just a few. Actually, I hope that more intermediate players are encouraged to use clocks. I appreciated this being the case in Chicago. We are encouraging clock use locally and are playing with ideas such as longer delay times to get intermediates used to and more comfortable with clocks, however this new provision gives me pause. Clocks preferred, means that either player can request a clock but do not have to. Then, if neither player exercises this right then that means that neither one can take a picture. Not sure why this was added. This was not in the original 2016 set.

But, I don't expect for the rules to be perfect before accepting them. I am glad that the USBGF and the TDs have found a way to move forward and have a new and more transparent process. To me, that is a better trade off.
