What I said was "If it is not obvious by eye, then...". 99% + of the time it will be obvious by eye. This is a problem directors already have without the dice-on-checker rule. When a die lands on the playing surface, up against the wall, there is sometimes uncertainty about whether the die is supported by the wall, or only by the playing surface. Sometimes the situation is complicated by the fact that the playing surface is not perfectly flat where it meets the wall. Many of us have seen a director called over to determine this. If they can't tell by eye, they will push down on the checker and if it moves downward, they'll rule it was cocked. These kinds of tests are only needed rarely. The objection raised was that you can't possibly distinguish between a 0.1% tilt and a 0% tilt when it is not apparent by eye. My response was that yes you can, and this is how.
