You can say that about a lot of rules. (What if we had always played, "When you can play either number but not both you may choose which one to play." Or, "When bearing off, you must maximize the pips used." Nobody would question those rules today either.)

Regardless of the merits the of the dice-on-checkers rule, it seems clear that it was a mistake for the USBGF to try to incorporate a rule change like this (a new way of playing) into its tournament rules revision. It is hard enough to get consensus on revisions without such a distraction.
