The rule could be abused by an unethical player, like a lot of rules, but the scope for it is very much greater because they allow ANY cocked dice to get a reset (rather than merely pause), including those flying off the board:

4.3 Game clocks

(v) INVALID ROLLS -

Notwithstanding anything to the contrary herein, where an invalid roll occurs and in order not to adversely prejudice the player on roll, either player may pause the clock and/or restart the delay time as he reasonably deems appropriate. Where there is disagreement as to the validity of the roll, the clock may be paused by either player until the disagreement is resolved.

I unsuccessfully proposed to the UKBGF/EUBGF the following modification:

"Notwithstanding anything to the contrary herein, where an invalid roll occurs and in order not to adversely prejudice the player on roll, either player may pause the clock and/or restart the delay time as he reasonably deems appropriate. For example, dice that are cocked on chequers within the valid rolling area, or dice that have entered a baffle box but did not pass through it, or did pass through it but were then cocked anywhere, entitle a player to refresh/regain his delay setting. Dice that leave the rolling area, or bounce out of a baffle box, or miss it altogether mean a player can pause the clock only (to retrieve dice). Where there is disagreement as to the validity of the roll, the clock may be paused by either player until the disagreement is resolved."
