Bill: "But I do find the greatly increased motion and action associated with resets terribly annoying and distracting."
You must have hated them bringing clocks in in the first place; all that pressing of buttons! Not to mention not having your own dice to shake. But, like all new things, you got used to it, and are now able to see the benefits.
Once you get used to a little extra button pressing (potentially, most or all of it by the opponent) in regaining the delay with cocked dice, it should be easier then to see the benefits. They are:
1) A player who rolls the dice more vigorously is penalised less on the clock than he would otherwise be compared to an effete roller. Make no mistake, he's still penalised. It goes without saying that it takes more time for dice to come to rest rolling the length of the board than it does if you gently poke them out into the middle of it, especially when dice climb onto then fall off chequers, or spin for some seconds after colliding with them. (This time advantage enjoyed by their less conscientious opponent is only completely removed, of course, by using baffle boxes, dice tubes, electronic dice rollers etc.)
2) It removes the time disadvantage for the player rolling into the more crowded inner boards (as do the alternative rolling methods).
3) It removes the pressure on a player who, having just rolled cocked dice, will often feel discouraged to shake the dice as much as they normally would, and/or to roll them as forcefully. This tendency naturally increases with re-cocked dice, with the delay ticking down to zero.
4) It all but eliminates the possibility that a player will lose the match directly from rolling cocked dice, as opposed to simply thinking for too long. Personally, I really hope never to 'win' a match this way.
Now, the new USBGF dice on chequer rule produces many of the above benefits of the UKBGF/EUBGF rule. But, though cocked dice are reduced they are certainly NOT eliminated. It does seem to be a much more controversial rule than the European one.
