"Seems" is the proper word here. The European rules simply state all the same options directly in their rules document. I suppose if the rules themselves say that a director can change anything, then you don't have anyone deviating from the rules even if every tournament works differently. The original ABT rules specifically authorized a director to change everything, including replacing the entire document. Everyone complied with this. No exceptions. We took a different approach. We felt it was better for the rules to specify exactly how every tournament should work if a director is silent and then have a separate policy document that clearly outlines how those defaults may be changed. The result is more clarity, more consistency and fewer actual variations.
