This may be a stupid idea, but...

Montreal has wanted to have an ABT tournament for years. Bill Davis wouldn't let them. The USBGF just didn't see it as a problem. Yes, the "A" in ABT helps the case. A large number of Canadians have been driving or flying to and supporting ABT tournaments for years and Montreal is a similarly easy trip for many Americans.
I don't know if the same support would exist for an ABT event in, say, Brazil. While Brazil is also in the Americas, we would not expect the majority of players attending a tournament there to be from the USA. I expect the majority of players at the Montreal ABT to be from the USA. To me personally, it makes sense for the USBGF to at least consider including non-USA locations that are likely to be both well attended, and attended in a majority by players from the USA; ideally, it should be practical for many of them to drive.
Montreal would not be the northernmost ABT event ever to take place. Seattle is north of Montreal.
