You don't see the difference? Here, let me explain it succinctly. When it is the discretion of the TD, you aren't going to have a bunch of assholes telling you to take off their headphones. When you leave it up to the player, you will then have people make you then go to the TD, have to plead a case that won't interfere with the game at all.

You had three ifs in that description. If it makes you feel better I will explain that there are players who purposely talk during the game to fuck with their opponent. I can even name names if that makes it easier. As well as the fact that there is always extraneous noise that I don't feel like listening to during a tournament, and having headphones on keeps me from being distracted. Or bored because the player I am playing now gets to eke out their extra 2 seconds of time because of the stupid dice on checker rule to fucking make their 5 point which they should have done a minute and a half ago.
