Under the proposed USBGF rules, I would personally interpret the legality of playing a match on a laptop as follows:
I think we could construe a computerized playing board as a valid, but non-standard board usable by mutual agreement, and the software's match record as allowed passive recording of a match. However, the tournament director would have final say on the matter since they would have to explicitly approve the use of the software's random dice generator in order for the whole setup to be allowed.
