USBGF rules: insane, or merely overreaching?

Why should a TD need a reason to tell someone not to use headphones at their tournament? It is a privilege, not a right, and certainly not necessary for the game. Regardless, if a Director overrules the mutual agreement, isn't it reasonable to assume they have a good reason?
