As per your correct appraisal of the way the seeded players are apportioned in the draw, this is not so.

If Federer was #2 he would indeed have been assured of not being able to meet #1 Nadal until the final but, as #3, he still had a 50% chance of such a draw position.

This doesn't make it right that they seeded him below Murray of course, which was surely not using their discretion wisely.
