I do believe that was the purpose of their system, but I wonder whether it has much value in events - certainly grand slams - where there is a seeding committee who can use their good judgement to override the rankings, taking into account a players record on that particular surface, for example.
Apart from the fact that the rankings can and usually do change somewhat from event to event, this, combined with the additional juxtaposition allowed by a seeding committees discretion (which is frequently employed, I believe; at Wimbledon for example) means that pairings would be mixed up a good deal anyway from one event to the next.
Having pseudo-random seeding is less effective therefore at ensuring that the better players reach their true station. For example, with true seeding #4 will always be alligned to meet #1 in the semi finals, but will have a better chance of reaching the final itself in the 50% of times that they are randomly seeded to meet #2 in the semis instead.
In grand slams at least, maybe they should revert to a true seeded draw instead of introducing the partial lottery element.
